Jason Bachand has served as Town Planner for the Town of Hampton since 2014. Mr. Bachand’s responsibilities in this position include but are not limited to the review of land use and development applications, drafting and amending local regulations, directing the daily operations of the Town’s Planning Office, and providing staff support to several local Boards/Commissions including the Planning Board and the Hampton Beach Area Commission.

Mr. Bachand initiated and managed the planning process for the new Town of Hampton Master Plan (adopted by the Planning Board on February 15, 2023). Immediately following plan adoption, he guided the process of forming a Master Plan Implementation Committee to ensure the new plan is properly utilized, with special attention on the evaluation and prioritization of its action items. Throughout the Town’s Master Plan effort, diligence was exercised to ensure consistency between the content within the new plan and the concurrent Hampton Beach Area Master Plan update. Mr. Bachand advocated for the Hampton Beach Area Commission to have a seat at the table on the (former) Master Plan Steering Committee, which provided the Commission with direct access to the Town’s Master Plan consultants and the seamless ability to exchange ideas and information. The Hampton Beach Area Commission will continue to have a seat on the current Master Plan Implementation Committee.

Additional special projects for Hampton include but are not limited to the development of Architectural and Site Design Guidelines, a rewrite of the Town’s Floodplain Management Ordinance (which is currently being re-evaluated to address the anticipated effects of sea level rise), a major update of the Town’s Groundwater Protection District Ordinance, and a Housing Opportunities Planning (HOP) grant project to conduct a housing needs analysis and an audit of the Town’s land use regulations.

Mr. Bachand holds a Bachelor of Science (B.S.) Degree in Regional Planning from Westfield State University and a Master of Regional Planning (M.R.P.) Degree from the University of Massachusetts at Amherst. He has more than 20 years of professional planning experience. Mr. Bachand is also a member of the American Institute of Certified Planners (AICP) and a Certified Floodplain Manager (CFM).
